The structure is often intended to concentrate discovery or ranking signals toward a smaller number of intermediary properties while keeping higher-volume activity farther from a primary site.
What tiers do not guarantee
A tier number is not an official quality or safety classification. If links are created primarily to manipulate search rankings, adding another layer does not automatically make the underlying scheme compliant with Google’s spam policies.

- How were links on each tier acquired?
- Can you inspect and monitor the structure?
