Tier 1
Tier 1 usually refers to links pointing directly to the target site or a primary page. Because these links connect directly to the asset you care about, source quality and acquisition method deserve the strictest scrutiny.
Tier 2
Tier 2 links point toward Tier 1 properties rather than directly to the target site. They are often used to help intermediary pages get discovered or to influence those pages.
Tier 3 and beyond
Additional tiers create more distance. In automated systems, lower tiers may also be where users attempt greater volume. More distance does not make low-quality or manipulative creation inherently safe.
Use tiers as a map, not a verdict
The useful question is always how and why each link exists. A well-earned link can be directly connected to a target; a poor-quality automated link can remain poor quality several layers away.
